Destination: Home, a 501(c)3 supporting organization of Silicon Valley Community Foundation is a public-private partnership serving as the backbone organization for collective impact strategies to end homelessness in Santa Clara County. Destination: Home drives and aligns resources to create permanent housing and sustainable support systems built for the long term. The organization is improving how systems work together to end homelessness, as well as protect individuals and families at risk of becoming homeless. To advance its mission to end homelessness, Destination: Home works to advance smart and impactful public policies and initiate strategic communications in support of its work. 

Thanks to the generous support of key partners, Destination: Home has a unique opportunity to utilize private philanthropic capital to increase the supply of supportive and extremely low income housing for vulnerable populations by funding development and exploring new development financing strategies, construction methods and housing types. Destination: Home is currently seeking a Senior Director of Housing Initiatives to oversee this area of work.

ABOUT THE OPPORTUNITY

This is a full-time exempt level position in San Jose, California.

REPORTING AND RELATIONSHIPS

Reporting to the Chief Operating Officer, the Senior Director of Housing Initiatives will be a highly visible and community-facing professional who will seek financial and development partnerships with affordable housing developers and public and quasi-public agencies throughout Santa Clara County.

JOB SUMMARY

The Director will manage a housing portfolio that will include funding requests, disbursements, compliance and other work related to supportive housing production and development. With these duties, the Director will also have the opportunity to engage in and implement innovative investments to increase the production of supportive housing locally.

The Director should be generally familiar with the process related to the development of new multi-family affordable housing. In this role, the Director will identify investment opportunities both independently and in conjunction with housing developers and then evaluate the suitability of the opportunity and its likelihood to quickly produce new supportive housing units. Upon evaluation and with guidance from the Board and senior staff, the Director will then be responsible for ensuring the funds are invested in the opportunities most likely to yield the greatest number of new supportive and extremely low income housing units in the least amount of time. In addition to these duties, the Director will also be responsible for providing support to new and existing developer partners to ensure the community engagement of each housing development is thorough, well thought out and effective in moving projects forward.

The Director will lead in the development of innovation initiatives that may result in new investment vehicles, different types of housing for extremely low income populations and a variety of other system improvements that will lead to a greater number of high quality housing opportunities for the community.  

IDEAL CANDIDATE

The ideal candidate will have a proactive mindset as it relates to acquisition and investment partnerships and be comfortable in the brokerage and development community.

DUTIES AND RESPONSIBILITIES

  • Beyond development activities, the Director will also be responsible for supporting the existing supportive housing system’s growth, stability and continuous improvement with community partners. Specific work in this area may include:
    • Advising development partners on community engagement strategy, including messaging, outreach approach and elected official engagement
    • Ongoing relationship-building and cultivation with project managers and development teams
    • Ad-hoc/on-call support to troubleshoot emerging situations
    • Coordinating with Destination: Home’s community engagement team to mobilize public support for prospective developments
    • Participating in and leading community and stakeholder processes, with awareness of relevant public policies affecting affordable and supportive housing
    • Advance strategies needed to improve the effectiveness of the supportive housing system as a whole. Specifically, create new quality assurance standards for project-based PSH/RRH system-wide and funding to support partners in the implementation of any changes.
    • Support capacity building for local jurisdictions to create housing policies and plans that are in alignment with the Community Plan and advance homelessness prevention and production of extremely low-income housing and permanent supportive housing

QUALIFICATIONS AND REQUIRED SKILLS

  • Hold a bachelor's degree in real estate, planning, business administration, or a related field. 
  • Have 7-10+ years’ experience in affordable housing development, finance, lending, housing construction, community engagement, real estate development or multi-family land acquisition.
  • Have a demonstrated history of working to develop new programs and policies that contribute to the field of affordable housing, homelessness and other related areas  
  • Be experienced with managing staff and consultants in the progression of land development from acquisition through construction closing; 
  • Be experienced in effective community engagement strategies, working with a broad array of stakeholders including elected officials, business, non-profit and philanthropic leaders, public sector partners, developers and community members
  • Be familiar with or experienced in public and private financing sources for affordable housing
  • Be familiar with or experienced in competitive affordable housing funding programs 
  • Be familiar with or experienced in affordable housing loan programs 
  • Be familiar with the Santa Clara County Supportive Housing Systems 
  • Be familiar with supportive housing and the wrap-around services which enable its residents to thrive.
  • Be familiar with the programming and design of supportive housing developments and tenant services.
  • Demonstrated dedication to Destination: Home’s mission of ending homelessness in Santa Clara County. 
  • Ability to foster long-term, mutually beneficial partnerships with developers and builders who share a passion for our mission. 
  • Business and financial acumen, including proficiency in Microsoft Office.
  • High degree of independence, initiative, responsibility and accountability.
  • Experience soliciting and supervising industry-specific consultants.
  • Experience giving public presentations.

SALARY AND BENEFITS

SVCF is committed to offering competitive salaries and comprehensive benefits. The target hiring range for this position is $225,000 to $235,000 per year based on experience, credentials and internal salary equity.
